Ransomware attacks on EU transport double in 2022

Source: Enisa - Published March 21, 2023

Ransomware attacks have become the most prominent cybersecurity threat to transport sector systems in the European Union, according to a new report from the European Union Agency for Cybersecurity (Enisa).

Attacks have almost doubled, rising from 13 percent in 2021 to 25 percent in 2022, closely followed by data-related threats (breaches, leaks) as cybercriminals target credentials, employee and customer data as well as intellectual property for profit, said the study, Enisa’s first cyber threat landscape analysis of the aviation, maritime, railway and road sectors.

More than half of the incidents observed in the reporting period were linked to cybercriminals (55%), who apply the “follow the money” philosophy in their modus operandi, said Enisa, adding that nearly a quarter of the attacks were linked to hacktivist groups (23%). The latter usually resort to DDoS attacks and mainly target European airports, railways and transport authorities.

The agency said most ransomware attacks have thus far been aimed at information technology (IT) systems such as databases but the groups involved are likely to target and disrupt operational technology (OT) systems in the foreseeable future.

It also warned that understanding the distribution of cyber threats, motivations, trends and patterns as well as their potential impact, is crucial to ensure the cybersecurity of the critical infrastructures involved.

ENISA Transport Threat Landscape

This report is the first analysis conducted by the European Union Agency for Cybersecurity (ENISA) of the cyber threat landscape of the transport sector in the EU. The report aims to bring new insights into the reality of the transport sector by mapping and studying cyber incidents from January 2021 to October 2022. It identifies prime threats, actors and trends based on the analysis of cyberattacks targeting aviation, maritime, railway and road transport over a period of almost 2 years.
