The NCEP is designed to ensure a coordinated and effective response to cyber emergencies. It establishes a clear process for declaring, managing, and coordinating a national cyber emergency. The plan includes three modes of operation:
1. Permanent Mode: Routine operations, maintaining situational awareness and preparedness.
2. Warning Mode: Activated when there is a heightened risk of a cyber emergency.
3. Full Activation Mode: Triggered when a cyber incident meets the threshold of a national emergency, requiring a coordinated multi-agency response¹.
Speaking on the publication on the plan, the NCSC Director Richard Browne said:
“Responding to cyber security emergencies effectively at a national level is a complex undertaking due to the very wide range of potential incidents, and the diverse nature, extent and consequences associated with these. This plan establishes an architecture for coordinating the Government response in accordance with Irish and European legislation and policy.”
This plan is a significant step towards enhancing Ireland's resilience against cyber threats and ensuring the protection of essential public and private services¹.
